The <br /> first item is the street tree program. The 1980 street tree areas for <br /> planting will include South Boulder Rd., Cherry Street (Delaney), <br /> Highway 42, Via Apple, Main Street, and several other streets to be <br /> determined as funds become available. <br /> The only other project that has funds budgeted in 1980 is the <br /> Louisville Community Center. <br /> In 1980 $250,000.00 is budgeted for a portion of the planning and <br /> architectual fees. (funds donated by Jack Jacobs B Co.) <br /> As you may be aware the project as presented to planning Commission <br /> and Council, is estimated cost approximately 6.4 million dollars. <br /> (The current inflation rate on this project is approximately $900,000/year) <br /> At present there is only one method available to the City for financing <br /> this large of a sum of money, lease purchase. The City of Louisville <br /> would have to increase the mill levy signficantly, (min. 20 mill increase) <br /> if a bond issue were used as a method for financing the Center. During <br /> recent months the point has been made that an election would be held <br /> to determine if the Center would infect be built. Timing of the election <br /> must be solely dependent on the opening of the Centennial Valley Mall <br /> and the subsequent receipt of sales tax that would be used for the <br /> lease payment. <br /> As you can see the scope of the capital project for 1980 is <br /> quite large in terms of dollars as well as wide spread impact on a <br /> variety of areas and neighborhoods in Louisville. The fundamental thought <br /> that should be kept in mind is that the general economy and the housing <br /> industry (purchasing of building permits) totally control the actual <br /> construction of the projects that have been approved by City Council <br /> in the 1980 budget. <br />
