Mayor Waschak opened <br /> the public hearing. <br /> Attorney Joss read the ordinance on second <br /> reading by title only. <br /> Planner Randall stated that the Planning <br /> Commission recommended annexation of the <br /> property. <br /> Council discussed water taps on the pro- <br /> perty. <br /> Mt.
