All
in favor. Motion carried unanimously.
Councilwoman Morris Commented it was her understanding that the
tax rebate on the water and sewer increase
would be for elderly and low-income, She
wished Council 's feeling on this, and per-
sonally felt that low-income families should
be included as well as the low-income elderly.
Administrator Wurl. advised this was not
their understanding, One of the recommendations
made by staff was this rebate could be done
easily as it fits the program already set-up
for the property tax rebate refund, which
does not include anyone under 65 years of age.
Mayor Meier Commented there may be a possibility if
low-income families were included there
would be college students , etc. that would
apply for the rebate and not own property.
It was his feeling there might be problems.
Councilman Leary Asked for a point of clarification - as
whether the rebate was for property owners
only, were not renters who paid the utility
bills also eligible for the rebate?
Wurl and Rautenstraus stated they were.
Councilman Leary Commented the way the rebate is set up
presently people will be required to file
for the rebate mid-year and essentially
will have to be willing to make a public
declaration of their income and the bills
will be printed in the newspaper. It was
his feeling that there were a lot of proud
people in the City who would not wish to
declare their income; therefore it was his
suggestion that they be given the option
of including this with their property tax
refund. This would allow the public to
find out how much money anyone is receiving
but would allow the elderly to retain what
they might consider personal information.
If other councilmembers agreed with this
he would move that Council would add to
the ordinance that they have the option
of either receiving the rebate in July
or along with their property tax rebate
at the end of the year.
