411 4IM <br /> 7/20/82 Page -2- <br /> COLORADOANS FOR RECYCLING Mr. Strickler introduced himself as the <br /> MILT STRICKLER the Denver organizer for recycling. The <br /> program has been implemented in 6 states, <br /> and-by 1983 three more will be ad8ed. <br /> The difference between this proposal and <br /> the one that was on the ballot in 1976 is <br /> that it requires the beverage distributors <br /> to compensate the retailers by 20% of the <br /> refund value for each returned container. <br /> The beverage distributors will have in- <br /> creased revenue current <br /> market value for <br /> scrap is Ix higher than they would pay <br /> the retailers for handling fees. <br /> Mr. Strickler informed Council the Beverage <br /> Container Reuse and Recycling Act is a <br /> Statutory Amendment - not a constitutional <br /> one. The amendment establishes a uniform <br /> refund value on all the containers . In <br /> the refund value states the recycling rates <br /> go up to 95% higher. The benefits to the <br /> State of Colorado would realize an 80% to <br /> 90% reduction of beverage container litter <br /> and broken glass, which results in injuries <br /> to people , wildlife and livestock. Consumers <br /> in the United States would save $10,000,000.00 <br /> due to reduction of injuries from hazardous <br /> litter. Along with the reduction in <br /> littering, there would be a tremendous energy <br /> and resource savings. Refund value legis- <br /> lation would create 1,541 jobs in Colorado <br /> in the packaging, distribution and handling <br /> systems. <br /> Industry uses the argument that recycling <br /> law would raise the beverage prices ; how- <br /> ever statistics show this is not true. <br /> Mayor Meier Commented he would ask Council 's support <br /> of Coloradoans for Recycling by motion. <br /> It was his feeling that any type legisla- <br /> tion that would help rid our parks of <br /> glass litter would be a long range benefit <br /> to the City. It was also his opinion it <br /> would encourage youngsters to collect pop <br /> bottles for spending money and at the same <br /> time maintain the parks. <br /> MOTION TO SUPPORT LEGISLA- Councilwoman Morris moved, Mayor Meier <br /> TION FOR RECYCLING seconded that Council acting for the City <br /> of Louisville endorse Amendment #5 - The <br /> Beverage Container Reuse and Recycling <br /> Act in the upcoming election. <br />
