• i
8/16/83 Page -3-
of the community. The Mayor would be making
the appointments of approximately 4-5 people.
In answer to other questions asked by Council-
woman Morris, Mayor Meier stated criteria would
be used in his appointment, i.e. residents,
Industrial Developer, Businessman, Financial
person, as well as information given them to
help in their determination of a workable plan.
None of the people to be appointed will be
an elected official , from staff, or any board
or commission of the City. They will have
available to them the entire staff, department
heads, and the City Administrator. There will
also be a list of informational items that
they will be given to aid in their recommenda-
tions. Further stated the appointees , should
they so desire, select a chairman and represen-
tatives as to how often they would wish to
meet.
Traffic Counter to be Mayor Meier stated he had discussed the possi-
?urchased for the City bility of purchasing a traffic counter for
the City with Director Kasch. This would allevi-
ate the problem of borrowing the one from
Boulder County and counts could be taken at
any time throughout the City. Other items
that the Task Force would be reviewing would
be traffic, traffic generation of subdivisions,
street areas, etc. to create a data base for
future planning.
_ouncilman Leary Expressed concern that staff time would be
devoted to this program, as City resources
would be commited to this and it hasn' t been
a budgeted item. The Council has to make this
decision, the Mayor cannot independedtly allo-
cate these funds unless it is in his budget.
Felt that it was o.k. if the people were aware
that it is a Task Force established by and
people chosen by the Mayor solely. Leary
also stated that this should have been on the
original agenda and information provided to
Councilmembers so that their true mission was
made known. Felt that he was being rushed into
making a decision at this time and the only sus-
picion he would have is that the report would
come a week before the election. Felt that it
was a good idea but wished to review the task
given to them, the criteria for appointing the
people, who the chosen ones will be on ti'e com-
mittee? He would not be given the opportuil.Lty
to appoint anyone, nor are any other Council-
members , and since it appears there would be
city taxpayers money used for this without
his knowing clearly what the purpose of the
Task Force is and how much money would be
