•
•
10/18/83 Page -2-
:OUNCIL ITEMS Councilmembers had a copy of the Downtown
;OWNTWON IMPROVEMENTS Development Plan of the preliminary ideas
?ART I - JOHN LANTERNMAN developed by the Planning Staff. Planning
Commission members had been invited to attend
this informational session.
Planner Lanternman thanked council for the
opportunity to present this plan as the entire
concept of the plan required public input
and there were several Main St. business
people in attendance, as well as members of
the Chamber of Commerce and Louisville Down-
town Development Corp. Planner Lanternman
presented the first part of the plan with a
slide presentation of what development had
occurred in the past. He stated the idea
for downtown development started 10 years ago
when Oblinger-Smith did the first comprehen-
sive plan for Louisville. At that time some
interest was shown by the downtown merchants,
but nothing materialized. Later the Planning
Staff began holding informal meetings with
these merchants and it was decided to formalize
some goals for the downtown plan. Stated
that Louisville is a unique City along the
front range with its proximity to Boulder and
Denver, thus it provides employment opportun-
ities as well as cultural opportunities . Yet
it provides a small town atmosphere which is
apparent on Main St. as it reflects the cul-
tural and historical center of the City.
Recent redevelopment within the City which
Lanternman mentioned were the City Hall,
First National Bank, Post Office and currently
under construction the Spruce St. Center, also
under construction is the Main St. Market
Place with a number of shops planned.
Mr. Lanternman stated that the City had pro-
vided parking and completed underground im-
provements on Main St. before surface im-
provements could take place on Main St.
?ART II - CATHY KASZA Stated downtown preliminary plan focused
on physical improvements in the public space.
which includes street scape design, street
drainage, utility improvements and parking
plans. Ms. Kasza then went through each
section of the plan - Downtown Development
Concepts A, B, and C; Widened Sidewalks,
Corner Curb Extensions, Extended Curbs with
Planters , Planted Islands, Parking Options,
Traffic Circulation and how the project could
be financed.
