HURL, CITY ADMINISTRATOR
DATE: MARCH 29, 1984
RE: CITY COUNCIL AGENDA FOR THE REGULAR MIEETING OF APRIL 3, 1984
ITEMS 1. THROUGH ITEM 7. SELF EXPLANATORY
ITEM 8. PUBLIC COMMENTS
ITEM 9. GENERAL COUNCIL ITEMS
A. ANNEXATION MORITORIUM - DISCUSSION
At the last meeting Council requested that this item appear
on the agenda to discuss the various aspects of an annexa-
tion moritorium, and what might possibly be excluded from
that moritorium in terms of minimal acreage. I have en-
closed a copy of our stated position as relates to annexa-
tion procedures. I might also add that Council's
policy heretofore has been to require that the letter re-
questing annexation be submitted to me for preliminary
review in terms of addressing whether the property is in or
out of the comp plan; our ability to serve, etc. Then it
goes to Council for their consideration and of course pro-
vides Council the opportunity of then either referring the
matter to the Planning Commission or choosing not to thereby
choosing not to consider annexation of the property.
B. ARBOR DAY -- MAYOR'S PROCLAMATION
A Copy of the Proclamation is enclosed.
C. THE TREE FARM - AWARD BID - TREES
A copy of the bid tabulation is enclosed for the tree plant-
ing program for 1984. Recommendation is that Council award
the bid to the low bidder The Tree Farm.
D. LOUISVILLE HISTORICAL COMMISSION - CONCEPTUAL PLAN
At the last meeting, the Historical Commission outlined
for Council what they saw as their conceptual plan and
asked that Council adopt that formally. The Mayor requested
that I place the item on the agenda for your consideration.
ITEM 10. CITY ATTORNEY'S REPORT
A. ORDINANCE NO. 826 - INDECENT EXPOSURE - 1ST READING
This ordinance was requested by the Police Department and
prepared by the City Attorney for your consideration.
