M E M O R A N D U M•
TO: LEON A. WURL, CITY ADMINISTRATOR
FROM: O. KARL XASCH, DIRECTOR OP PUBLIC WORKS
RE: RECOMMENDATIONS FOR COUNCIL CONSIDERATION/SPEC/AL WATERING
RESTRICTIONS AND GUIDELINES
DATE: JUNE 29, 1984
• • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • •
Once the 3-day watering moratorium is over, we will have regained our
full storage reserves, and will have inspected our filtrations system
and initiated needed repairs. In general, we know that under peaking
conditions, outside irrigation represents approximately 661 of our
total demand as depicted below:
Le MOD TA11414T
1.5 MOO ILO NOD
OOIMS$TIC 41111141A7 IOW
Our goal, is to reduce overall irrigation by a factor of 50% under peak-
ing conditions. Normal, 'every-third-day' watering programs have
been shown to conserve up to 25t. Our target is to reduce the load-
ing on the plants to no more than 3/0 to 3/2 MGD. To accomplish this
goal, a net reduction of 33• is required, so as to maintain a level of
safe reserves for fire flows, etc.
Therefore, I strongly recommend for Council's review, consideration.
or modification the following restriction criteria, which are although
very rigid, they offer the flexibility of relaxation of a future date.
1. Revise the watering days to every third-day based on Wards versus
the current Circles, Diamonds, and Squares.
•
The major benefits are:
a) Simplicity
b) Managability
c) Enforceability
d) Pressure and load equalisation
2. Restrict watering to a total of 6 hours out of 24 as follows:
a. Watering permitted from 6:00 A.M. to 9:00 A.M.
or
7:00 P.M. to 10:00 P.M.
b. Users shall water during one of the above periods. We offer the
following guidelines as they pertain to modest watering:
