Special Resting, City Council 1
• June 34, 1984
111 411
Page 7
F. DISCUSS AND APPROVE A WATER PLAN
Wurl addressed some of the questions asked by the citizens , such as ,
will the hydraulics problem be resolved? Schuler: In the testing
when completed, and then be verifiable as to what we will really get.
Wurl : Pump noise question: No answer to thatyet, however, Kssch
took the man's name and phone number and will contact his.
Wurl : What is the safe operating level of the plant? We are not
dealing with percentages , but how are we assuring that we are operating
at a safe level , and what is that? Kssch and Mr. Allen discussed
this item, regarding percentages , demand, heavy loads , reserve, etc.
Cussen: I have faith that the community will rally and assist in
this crisis. We are looking at staff recommendation of using voting
Ward's rather than circle, diamond, squares. This will be a better
distribution. I was very concerned when the water dropped to a danger-
ously low level in the tank, . and we did not have a plan to notify
the people.
Kssch: Ward 1 , 2, 3 , and the 4th day no one waters. Only thing we
can do at this point is try this plan. There will be tank draw , but
when the watering hours are over, the tank will come right back up.
Susan Morris : What is the backup system? If after a week we get
all the facts and figures in, and it is still not looking good,
where do we go from there?
Kasch: That was the purpose of the mortarlum, to recover water and
start restrictions. . and there is no guarantee to this plan , but
if there is compliance and good common sense, the off day in be-
tween will get us a recovery period. With no lawn irrigation , the
recovery was fantastic, and the quality excellent.
Susan Morris: I feel comfortable with the proposed 3 day water-4th
day off. Where do we start? Some may go 8 or 9 days without water.
Limit new lawns , on building permits , and those being built right now,
wait until fall . Give citizens straight facts and direct information.
Businesses should be informed, all the plantings on private businesses ,
1e, Neodata, Pine Street Plaza, etc.
Luce: I as still dubious that we can achieve a 33% savings , I hope
I . wrong. Problem is that when you begin having shortages , you get
a scarcity mentality. Some water too much . This needs to be corrected
thru an education program. Will this plan work. .we don't know. It
will take at least a week or so to find out. I 'm a little reluctant
to put another piece of information, with plans made around that .
and a week later we must send out another plan. What does go out at
this time should be correct and not be revised a week later. Now are
we going to enforce the 3 week period on new sod? Long-range water
-
