' Special Meeting, Ci4I1Councll
June 30, 1984
Page 8
restrictions, and the mortarium on building permits . Fast Track 1
and 2, short-term, we have taken care of today. Growth planning is
appropriate, we have service problems that go beyond just delivering
water, ie, sewer plant not at capacity, roads which are over-loaded,
swimming pool which is over-crowded, etc. Council needs to address
this for a long-range. When this council came in, we were told
the services were available, and now we need to question these
assumptions. City attorney needs to work with the Planning Dept.
and come up for the first reading an ordinance to require all new
building in the City to have flow restriction devices, which would
limit domestic use of water, ie, showers , toilets , etc. Fact sheet
needs to be discussed, immediate and long range, in terms of educating
both water restrictions and corporate plannings, etc.
Leary: I want to talk about the fact sheet. Good idea, but what
facts are we going to represent? We can factually state where we
are, but not at this time, state how we got here. Many different
opinions on that, and to make sure it is a fact sheet and not a political
philosophy sheet. I think that should be kept out of it. Karl . . .on
the car washing operators questions , we have not addressed that and
need to. This is complicated issue and this is related to someone
who is trying to make a living. This needs attention. We need to
address new lawns today and tomorrow and what the maximum gap would
be, 8 or 9 days.
Discussion among the council members and Kasch regarding the actual
days and hours to each ward. as follows:
Monday, Ward 2 & 3, 6 AM to 8 AM. Two hours only
Monday, Ware ] , 7 PM to 9 PM, Two hours only
Tuesday, NO watering
Kasch urged council members to stay with the hours and the days and
the day off schedule until the construction work is totally completed.
Perhaps an hour could be added in September.
Johnson: The key to thtswhole thing is to educate the people on
the proper way to water.
Mayor Meier said the car wash operators were asked to curtail their
operations; if the citiienscould not water their lawns , then how come
the car wash companies can operate, therefore they were shut down .
This cannot be done on a permanent basis .
Leary: Now much water does a car wash use? Kasch: That would have
to come from the meter readings.
Mayor: How about requesting they limit their hours to a reasonable
time limit. I don't think we can determine this today.
Leary: Table this until Tuesday, and hopefully we will have some data.
New lawns : Enforcement could be a problem. If this begins Monday,
they should be allowed 3 week permit.
Curt: You want a permit issued to all new lawn owners for 3 weeks?
