And he has been checking on that. We <br /> don't require it by Ordinance at the present time. <br /> I think what we would probably do with Councils <br /> permissionekt the next meeting prepare an ordinance <br /> requiring that and possibly if we can check with some <br /> other Cities and find some other types of regulations <br /> which go in that saws vain. <br /> Councilman Luce Requested that the Ordinance be prepared.for the next <br /> council meeting. <br /> Mayor Meier We'll move on to the net item which is permits <br /> City Administrator hurl At the Saturday session the Council asked that we <br /> �► - sJ develop an outline of the permits issued for this <br /> year, aasd a comparison of the Certificate of <br /> Occupancy been issued. A general status report on <br /> permits, we have enclosed an outline of those in the <br /> information submitted. Along with that Council had <br /> requested an impact analysis be made of the various <br /> funds to determine what impact any sort of action <br /> you might take in relation to permits. We were not <br /> able to develop any of the impact information. We <br /> can certainly address that and come up with that as soon <br /> as possible. We did not have sufficient time to deal <br /> with that aspect. Enclosed inr the information is a <br /> memo from the City Attorney which relates to the permit <br /> status. We sent along a copy of the update on growth <br /> revenue as budgeted and the amount realized to date <br /> which to some extent will be part of the impact analysis. <br /> We did have that much completed so you would atleast <br /> have that much information. We sent you a memo from <br /> the building department which outline the number of <br /> permits issued to date and another memo which outlines <br /> the number of permits issued, houses under construction <br /> at some stage without Certificates of Occupancy being <br /> issued. We have developed some problems in terms of the <br /> moratorium on buildng permits which deal in part with <br /> individual homeowners who requested a permit and found <br /> themselves in some bind, one of whom spoke at the <br /> meeting on Saturday. The building department prepared <br /> a list of people with like circumstances or problems. <br /> I believe it was indicated at the meeting that Council <br /> would take thos on a individual basis, consider them, <br /> and address them with whatever was appropriate. I'm <br /> not certain if all of these items submitted are what you <br /> need totally to deal with the problem, but I think that <br /> the City Attorney has a comment that relates to his <br /> memo. <br /> Attorney Rautenstraus I don't have a great deal of comments to make except <br /> to emphasize what we normally dole decisions that <br /> you do make should be based on facts and be reasonable <br /> decisions based on those facts. If at any time you <br /> feel like you don't have the adequate information or <br /> whatever, you would be in a better situation to make <br /> sure you get that in order to make your decision. <br /> Mayor Meier There are seven people who have signed up to <br /> speak on this so at this point in time I would like <br /> to ask them to come up and speak to the Council <br />
