8/7/84 Page -6- <br /> Director 8ioco advised that they try to <br /> have 2 people here at all times; but there <br /> are tines when this is not possible, there- <br /> fore this was the reason for this request. <br /> APPROVAL Councilman Cussen moved, Councilman Leary <br /> seconded when the Cable TV operator is re- <br /> quired to work along that he be paid $50.00 <br /> per council session. All in favor. Motion <br /> carried unanimously. <br /> DOWNTOWN DEVELOPMENT PROJECT Councilme*bera had a copy of a memo from <br /> DESIGNATING CONSULTANTS Planner, Cathy Kassa on the recommendations <br /> of the Steering Committee who would like to <br /> request the designation of the following <br /> firms as professional consultants for the <br /> Downtown Development Projects: <br /> 1) Financial Advisor - Kirchner Moore & CO. <br /> 2) Engineering - The Civil Design Group <br /> 3) Public Signage/Graphic Design <br /> -- Ampersand Studies, Inc. <br /> Cathy Kassa, Planner Ms. Kassa stated that the methology used in <br /> this process was a request was sent out for <br /> qualifications and then interviewing the <br /> consultants that responded. They were look- <br /> ing for consultants that could work together <br /> effectively as a team, and who had previous <br /> experience in a project of this nature. <br /> Councilman Fauson Asked if the financing does not come about, <br /> i.e. the special taxing district, and sales <br /> tax, how will the consultants be paid? How <br /> far will they go with their planning? <br /> Ms. Kassa replied as it was laid out at the <br /> last time they came before council and re- <br /> quested budget allocations from the conti- <br /> gency fund, the intention was that they be <br /> able to carry the project through design <br /> development and then construction designs <br /> for the public works portion of the project <br /> and the street improvements portion of the <br /> project. Then the project will be sitting <br /> there ready for financing of optioam when they <br /> become available. They realized that this <br /> was somewhat of a gamble but they wished to <br /> keep the momentum going and the Steering <br /> Committee felt that there was that support <br /> in the business community to take that step <br /> now. <br />
