That might be a good opportunity
for Council to say yea - that is exactly on
target or say no - that is not really what
we were talking about. So if by the next
council meeting or prior to that, if there
was some mechanism for that firm to give us
that feed-back that would give Council the con-
fidence to be able to express their feelings.
Councilwoman Johnson Commented she would like to see scenarios of
a combination package on financing. She
suggested that a percentage be given on how
much is growth related. If they come up
with a combo package where both the developer
is responsible for a percentage and the exist-
ing people are responsible for a percentage
it would be helpful. Mrs. Johnson suggested
the possibility of changing our water rate
structpre.,_ She commented that there are a
lof ot.people that are not using the 10,000
gallon minimum and they felt this charge
was inequitable. Can this charge be reduced?
Mayor Meier advised that Director Asti-Caranci
had done an extensive study on the rate structure
and this figure was needed to pay our operating
and maintenance costs.
Mayor Meier Requested that Acting City Administrator Rupp
advise Council of the methodology and criteria
that would be given to the independent financial
analyist to be used in the various scenarios
for the Howard Berry plant financing before
the report is presented so that Council can
have some input into it.
Mr. Rupp stated that :he wrote down the com-
ments of the Council and he would make it a
point that whomever is chosen to understand
that and then he will contact the Council
either individually or collectively to let
them know.
CITY ATTORNEY'S REPORT Councilmembers had a copy of the ordinance,
ORDINANCE NO. 832 - MULTI- Attorney Rautenstraus read it by title only
FAMILY WATER AND SEWER on second reading and advised that it was
TAP PEE INCREASE a continued public hearing.
Mayor Meier continued the public hearing
and asked if there were any public comments
for or against the ordinance.
•
