creating two specific mounds (indicated on a map
by Ault). These would be reseeded with crested
wheat upon completion of the project.
Fugitive dust , time frame of project, equipment
used the possible creation of traffic problems sad
noise were 811 concerns of council and discussed.
A lease agreement on this same property between
the City and Homart else needs to be examined.
Twelve 30 cubic yard scrapers raking 300 trips
per day for approximately 3-4 months will be the
scope of the project according to Ault.
Alternative i9 was recommended as the most
desirable and feasible. Hundley suggested that
council direct staff to have RMC go out for
bids on this project and specify whatever
provisions they deem appropriate. He also
suggested that council consider issuing Bond
Anticipation Notes (BAN'S) for the project
which would then taken out by the Water
Conservation Board funding. The City would
then be able to invest the proceeds from the
BAN's at a higher interest rate than what the
City is paying for it in the interim period,
up to 13 months, and could then earn some
interest on that transaction. It also allows
the City the benefit of not paying for
everything out of the City's pocket and than
being reimbursed by the Water Conservation Board
at a much later date. The City could conceivably
make some money on this type of transaction.
Easements have allowed for the dirt to be moved
on a 50 ft. wide haul road and it was suggested
that conditions of the contract should read that
the road be reseeded at the completion of the
project.
Council concurred that start-up and stop time,
the safety of the children at the new Coal Creek
elementary school, fugitive dust, and noise levels
are all factors that must be addressed
specifically in the contract.
Council directed Hundley to proceed in obtaining
all the financial aspects including the issuance
of the anticipated $1 .2 million bond.
Hundley asked that council direct staff to obtain
Request for Proposals from several different
bonding institutions and have then explain some
different tinancing alternatives that might appeal
6
