with the candidates. Dr. Van Orman, 1478 Franklin
Ct. , Louisville was asked to summarise reasons for
applying to the Library Board. Von Orman related
that he is an active member of the community and
that it is a basic responsibility and shows good
citizenship. Re is particularly interested in the
library and its services to the cossunity. The
other applicant was not available for interview.
On the recommendation of the Library Board, Mayor
Meier moved that Dr. Van Orman be appointed to the
Library Board, Morris seconded and the motion was
carried unanimously.
CITY CLERK •
APPOINTMENT Interviews by council of the two applicants for
this position were held prior to the Regular
Council seating. Fauson moved that Pam Ferris be
appointed to the position of City Clerk. Morris
seconded.
Several of the councilmesbers expressed their
desire to keep this position "in-house". Patricia
Jones-Jordan is highly qualified and extremely
willing to fill this position.
Leary expressed his concerns regarding the
position as being an elected position. Leary:
The City did at one time in response to that
(keeping it an elected position) by lowering the
salary making it somewhat unattractive was
somewhat contrary to what the voters had indicated
they wanted. I don't think that it 's correct for
the Council or the City to try to control the
electoral process and essentially ask, it almost
mandatory that the only person who can be City
Clerk would be someone who is 'in-house'
staff I think that in our current financial
situation the duties of the City Clerk at $1 ,800,
especially dealing with elections and what have
you, are going to take more time away from our
staff than the $1,800 value is going to be worth.
Therefore, I would rather see Ms. Jordan appointed
to the position. I think it would be in the best
interest of the City in terms of getting can hours
out. She applied for the position knowing what it
pays at this point in time and pretty clearly what
the duties are going to be. I think Mrs. Ferris
is going to have plenty to do and it is not my
vote against her that has anything to do with her
capabilities. I think she would very capably do
the job and maybe should be the one to be the
person to become the Deputy Clerk. But I think
there is too much work that is going to be needed
to be done by the Clerk to be taking it from staff
time at this point."
2
