Transportation Engineer, Public <br /> Works Department of Boulder , gave a summary of <br /> their findings. Johnson has been chairing the Task <br /> Force on the U.S. 36 Study. <br /> Mayne Yoshioka. PRC Engineering, described the <br /> Methodology of the technical study on U.S. 36. <br /> including 1) Phase I which addressed the need, and <br /> 2) Phase II which addressed the feasibility. <br /> The alternative that the study group is <br /> recommending would take 96th Street, extend it <br /> south over U.S. 36, interchanging U.S. 36 at this <br /> point, continue south to Coalton Road and <br /> optionally out to State Highway 128. To connect <br /> Broomfield into this network, Midway Boulevard <br /> would extend across U.S. 36 as a grade separation <br /> (no interchange) into Coalton Road, thereby <br /> connecting Coalton Road with Midway Boulevard. <br /> Ron Mensen, TrenaPlan Associates, presented <br /> alternatives to financing an interchange. <br /> Interest groups and benefits groups were <br /> identified to develop a constituency for paying <br /> for the project. An outline of the <br /> recommendations is included within the Executive <br /> Report . <br /> Issues that were identified within the study <br /> included I) land use around the interchanges, 2) <br /> open space preservation and acquisition, 3) access <br /> control for the roads leading to the interchange, <br /> and 4) a cooperative financing plan which <br /> ultimately would come from discussions among the <br /> City of Louisville, City of Broomfield and Boulder <br /> County. <br /> Luce voiced a concern with spin-off problems not <br /> addressed in the study that would to created south <br /> of the interchange by increased development in <br /> this specific area. <br /> In response to this concern, once it was <br /> determined that this was a necessary part of the <br /> system to make it work, the task force did not go <br /> through another iteration to determine what , if <br /> any, new development might be stimulated. <br /> Original assumptions ware used for the study.
