passed unanimously.
RECESS Mayor Meier called for a short recess.
RESOLUTION #10 - RESIDENTIAL
ANNEXATION POLICY •
Upon Council's request at the last Council
meeting. staff sent the concerns and comaents to
the Planning Commission along with a draft policy.
The Commission reviewed the policy at their May 14
meeting and the revised policy is in the form of a
resolution.
The revised policy does not reference Planned
Areas per Council 's direction and added an
addendum that deliniatea how the City would
propose to undertake the fiscal analysis and how
the City would administer same. Also highlighted
in the policy are some differences between
"enclaves" and "adjacent properties".
Mayor Meier moved that the policy be reviewed a
year from the date of adoption. Fauson seconded
and the motion was approved unanimously.
Both Morris and Leary contended that there would
be specific times when a long "drawn out" process
in implementing this annexation policy would be
unnecessary in that an "up-front" known factor
might justify quick denial or approval , i.e. , not
enough water supply or a very small enclave with
one or a very few houses already receiving City
water, etc.
Mayor Meier felt that staff discretion would be
used to make recommendations to Council with
regard to the above stated scenarios.
Mayor Meier moved that Council adopted Resolution
#10, Series 1985, with the additional information
regarding demands for service. Luce seconded and
the motion was approved unanimously.
U.S. 36 INTERCHANGE
REVIEW The Cities of Louisville and Broomfield and
Boulder County initiated a study to assess the
need and feasibility of a new interchange on U.S.
36 between the Broomfield and Superior
interchanges. PRC Engineering Inc. , and TransPlan
Associate Inc. were retained to conduct the study.
The Executive Summary of the study was distributed
earlier this week. The Planning Commission
reviewed tho study at their May 14 meeting and had
an opportunity to question the consultants. They
did not review or comment on the potential land
7
