In April 1985, Rundley net with Mayor Pupfner to <br /> discuss an aasndaent and the water agreement <br /> itself. iundlsy indicated a willingness to consider <br /> changes in the basic water agreement if desired. <br /> The bell was left in Rupfner's oourt. <br /> Findley referenced the issue of changed conditions <br /> slime the 1982 rote. In 1988, while the City was <br /> involved in a joint feasibility study with <br /> Mroowfield and Boulder County regarding a new <br /> interchange at 98th Street, Broomfield abruptly <br /> annexed land at this interchange site. In early <br /> 1915, Broomfield submitted its PUA boundaries to <br /> DO COG showing its intent to consider expanding its <br /> boundaries all the way to MoCaslin Sivd. in the <br /> vicinity of the aiella/Menkick property. In late <br /> 1985, Bundler was approached by Scott Carlson who <br /> had under contract approximately 1500 acres in <br /> this area about possible annexation to Louisville <br /> and proposing 8,000+ residential units. Although, <br /> after individual consultations with Council- <br /> members, Rundley expressed no interest, it was <br /> clear be would pursue this proposal with either <br /> Broomfield or Superior. At about the sere time, <br /> iundley was approached by Broomfield City Manager <br /> about interest in possibly sharing sales/property <br /> tax revenues between the two Cities at both the <br /> Louisville/Superior interchange and proposed new <br /> 94th Street Interchange -- • clear indication of <br /> Broomfield's interest in the Louisville-Superior <br /> Interchange. In July 1984, the Broomfield <br /> Planning Commission recoaaended changing their <br /> City's Comp Plan to incorporate Carlson's request. <br /> By this time Louisville was considering the <br /> Diella/Menkick annexation request. <br /> Rundley stated that the issue is not whether this <br /> property will be developed coenercially, but <br /> rather by wham and how. <br /> At about this time, Carlson approached Mr. Biella <br /> and Mr. Menkick about possible joining of develop- <br /> ments in order to enhance Carison's prospects fbr <br /> successful annexation to Broomfield. <br /> In early August 1981, after Louisville Planning <br /> Comaissioa had already recommended favorably <br /> toward Bells/Menkick annexation, Broomfield City <br /> Council refuses to change Corp Plan to accommodate <br /> Carlson project. iundisy stated, "It would appear <br /> that these two actions are tied together. Indeed, <br /> I would argue that Louisville's willingness to <br /> consider annexing the Diella and Menkick <br /> properties may very well reduce the likelihood of <br /> major residential development in this area." <br /> 3 ' <br />
