would be coning in for a project this size and
than a minimum of 30 days, often 60 days, before
bids are awarded.
Szymanski stated that he felt somewhat uneasy with
bids going out before the City has obtained final
State approval as the State seeps to be "toying
slowly and it could still take several weeks.
Mohr expressed the sane concern.
Phare agreed but felt that winter weather was fast
approaching and the City needed to get this
project going so the plant would be up and
operable as soon as possible. Thar* suggested
that during the bid process the City can postpone
the data on which bids are accepted, but begin the
bid process and if the site application is not in
as the deadline approached, than postpone the bid
data another 3 weeks. Phare explained that the
desire to begin the bid process as quickly as
possible was due to "a very good market* right now
and the City could than 'apply • little pressure'
to the State to get some action on the City's
request as we have been more than patient in this
situation. Also, awarding of bids would not take
place most likely until the first of November and
a construction period running as such as 12
months. It is nor* desirable to start the plant
up before winter, hopefully October if the bid
process could begin now. This is the
recommendation of the engineering firs.
Sundley concurred with Phare and recommended that
Council proceed.
Carnival suggested the contract have a clause
stating that bids would not be opened or awarded
until site application has been approved by the
State.
Mayor lauson moved' that Council authorize staff to
obtain bids on the wastewater Treatment Plant
Expansion Project. Sackett seconded.
Carnival moved that an amendment to the motion be
added to include language stating that bids would
not be awarded until site application has been
approved by the State. Szymanski seconded.
Unanimous.
Mayor tauson called for a vote on the notion with
the amendment. The motion passed unanimously.
STREET CLOSURE REQUEST A street closure request for Lois Circle was
requested" for a block party on Saturday, Sept. 6,
2
