D.I.P was being used <br /> becauss it withstood pressure better than PVC pipe. <br /> Phase also explained that an 8" line was proposed <br /> as opposed to a 126 line stating that in order to <br /> recover any costs of the 126 line, there would <br /> have to be someone willing to pay up front their <br /> portion of the line that would be used for future <br /> development. No one is usually willing to pay <br /> this money up front since recovery from develop- <br /> ment would be far into the future. A savings of <br /> 308-50% of installing the 86 line versus the 12• <br /> line will be realized. <br /> Szymanski expressed concern over having the <br /> funding for this project coming from the CIP fund. <br /> Szymanski contends that this should be funded from <br /> the Water Budget. <br /> Phare stated that the funding could come from <br /> either fund. Usually anything funded out of the <br /> Water Utility Budget is recovered by paying <br /> customers. In this instance, the Cemetery is not <br /> a paying customer. <br /> Szymanski contended that the water used to water <br /> parks is funded out of the Water Fund as it is the <br /> cost of doing business - a quality of life issue - <br /> everyone wants beautiful green parks and everyone <br /> pays for it. Therefore, the cemetery would be the <br /> same type of situation and the funding for this <br /> project should come from the Water Fund. <br /> Phare stated that the easements are coming and <br /> other options are being pursued so as not to delay <br /> the project should any one easement not come <br /> through. It will take approximately a month to <br /> get this project in operation once easements have <br /> been acquired. <br /> Eundley stated that the easement issue will be <br /> discussed at the second Executive Session by <br /> Council tonight. <br /> Mayor Fauson moved that Council authorize the <br /> purchase of materials to construct the Empire <br /> Road/Cemetery waterline project from Dana Kepner <br /> in the amount of $38,284.25. Anderson seconded. <br /> Ssyaanski offered an amendment to the motion to <br /> have the cost charged to the City's Water Fund as <br /> opposed to the CIP Budget. Motion died for lack <br /> of a second. <br /> 3 <br />
