THE GROVE AT HARPER LAKE, FINAL SUBDIVISION AND PUD, <br /> PUBLIC HEARING <br /> Chairman Ferrero opened the public hearing. Notice of public <br /> hear&tg was published in the Louisville Tines on April 22, 1987. <br /> APPLICANT'S PRESENTATION: <br /> Tom Hoyt, representing McStsin Enterprises. Hoyt stated that <br /> last tine at the preliminary the overall plans were reviewed for <br /> the Grove. One of the things that ve have proposed are the <br /> setback variances for the front yards. We are really trying with <br /> these setbacks to accomplish two things a variable building <br /> envelope so we can get houses that will have a lot of different <br /> foot prints and to create as interesting $ street scope as we <br /> can. What we are asking in terms of the setbacks is a standard <br /> 20' fros the property line. .Because this is a part of an overall <br /> Master Plan where our plan has given 35X of open space, school <br /> sites, recreation sites, we ask for some specific variances to <br /> the underlying soning in each area. What we are trying to create <br /> is a sore variable foot print for these houses. We are not <br /> trying to get something from the City on this. I asked at the <br /> preliminary meeting what the Commission thought about the 28' <br /> street instead of the 32' streets. After hearing your comments <br /> on the subject we have decided that it will be most likely that <br /> parking viii. occur on both sides of the streets, and because of <br /> the parkins ani the access for fire emergency vehicles we have <br /> decided to stay with the 32' streets. You asked how we would <br /> maintain landscaped on open space. There is a highly developed <br /> sprinkler systems end scrubs and trees that are going to be put <br /> in. The maintenance will be in the homeowners association <br /> agreement. The open space landscaping will benefit the <br /> homeowners that are there. The homeowners association we will <br /> set up and vs have been doing this for sometime. The homeowners <br /> association covenants will be recorded and sakes everyone that <br /> buys in this subdivision subject to these covenants. They will <br /> pay monthly into a maintenance fund. The homeowners do have <br /> legal rights to make sure that maintenance does happen. We set <br /> up the homeowners association in the Westfield development in <br /> Louisville and it has been operating for two years now. <br />
