•
Phare: The pumping in the North Plant would basical-
ly be eliminated except in extreme demands
such as a fire flow.
Hornbostel: I was trying to figure out where everything
fits in together and that this is in addition
to the North Plant and the pumping would go
to the south rather than having it pump
through the high zone at the north.
Phare: The North Plant provides another redundancy
to pump. It didn't have enough capacity to
do the backwash that we talked about.
Klee: Pumping from the North Plant has a 40% in-
crease in energy consumption versus pumping
from the South Plant.
Hornbostel: Is there any time that they might drain and
check the Louisville Reservoir? I think the
clay liner is leaking.
Phare: There ' s no question that the Louisville
Reservoir leaks, all reservoirs that are
built in that vintage leak. Certainly once
this facility is in place and we are attached
to Marshall Lake and we have a vessel that is
twenty times the size we will have a lot more
flexibility in doing that . If we were to
ever work on the Louisville Reservoir we
would have to find a system to bypass the
reservoir itself because we could not meet
peaks demands in the summer without both
plants functioning, but it does give us an
opportunity in the fall, winter, and spring.
Hornbostel: Question, when Council approves the contract
will the costs remain fixed or will the City
be responsible to pay additional costs asso-
ciated with the construction?
Phare: Engineering fees are fixed provided we don't
have them do something above and beyond what
is identified in their scope of work. The
cost of the physical structures are not
guaranteed and are not guaranteed by any
consultant. We watch cost at each and every
meeting, we are always asking what is the
cost implication of this option versus that
one. If you are looking at numbers we have a
15% contingency built in there, hopefully we
won't need all of that.
{
6
