Martha Ridgeway, Ridgeway, Romaeo & Vincent, gave a brief presentation on the history of their firm <br />and their commitment to Louisville and Boulder County. She explained that their business will not <br />generate a large parking demand. She concluded by emphasizing their commitment and desire to <br />locate in Louisville. <br /> <br />Davidson called for public comments. <br /> <br />Ed Kaplan, 728 Main Street, Louisville, Colorado, stated that as a business owner, he has been a <br />customer of Business Answers for twelve years. He stated his support for the Business Answers <br />building. He felt that the proposed tenants would minimize any current impact to parking and provide <br />a broader balance for the downtown area. <br /> <br />Dianne Shanks, 920 Lincoln Avenue, Louisville, Colorado, agreed with Kaplan. She explained that <br />there are several hundred home-based businesses within walking distance of downtown Louisville <br />who appreciated all the business support provided by Business Answers. She felt that having an <br />organization specializing in elderly rights would be an asset to Louisville. She praised Erik Hartronft <br />for his design on this project, as well as other projects he is currently working on within the <br />community. <br /> <br />Bob Steimle, 920 Lincoln Avenue, Louisville, Colorado expressed his support for the Business <br />Answers project. He felt the building will help establish character in downtown Louisville, and urged <br />Council to support the project. He did not think this application should be saddled with an area-wide <br />parking problem. <br /> <br />Cassandra Volpe, 318 Tyler, Avenue, Louisville, Colorado stated that she is a member of the <br />Louisville Historical Commission as well as an archivist by profession. She read the following <br />statement fi.om the August 1998 version of the Downtown Louisville Framework Plan: "A vision for <br />downtown Louisville. That it will be a vital community center for pedestrian oriented activity, <br />including speciality retail, professional offices and housing, that will occur in a manner that is <br />compatible with the traditional scale and character of the area." She stated that downtown Louisville's <br />current appeal to family-run businesses and restaurants, owner-operated speciality shops and sole <br />proprietor professional services has made and will continue to make downtown viable. She believes <br />smaller scale offices and buildings provide lower rental space for start-up companies, professional <br />people and family-run businesses. She asked Council to (1) consider implementing a historically <br />sensitive framework plan and design guideline for downtown, (2) enact a demolition-review ordinance <br />to prevent alteration or destruction of buildings before historical relevance and preservation <br />alternatives can be reviewed and evaluated, and (3) to complete the historic structure survey which <br />was begun in 1982. She asked that a simpler interim structure survey process be implemented for any <br />rehabilitation or development permit requested until the historic structure survey is complete. She <br />volunteered to assist with necessary research for the interim structure survey. <br /> <br />Chandy Bridges, 1612 Jefferson Avenue, Louisville, Colorado, stated that she currently operates and <br />will soon own The Business Shop at 728 Main Street.
