Paul Wood, Planning Director, stated that a Final PUD Development Plan for Micro House <br />International on this lot was approved by City Council in 1996. Micro House never pursued <br />construction of the building and has since sold the property to BLC Properties. BLC Properties is <br />requesting approval of an amended PUD to authorize construction of a slightly larger building that is <br />otherwise nearly identical to the previously approved project. The building is proposed to be fifty <br />percent occupied by VStream, Inc., with the balance of the space for lease. <br /> <br />The applicant's intent has been to maintain the same site plan and architectural design for the project, <br />but increase the size of the building. The size is still well within the maximum FAR of 0.36 for this <br />area. When previously reviewed and approved, the property was reviewed against the Centennial <br />Valley Business Park Design Guidelines. Since being approved, the City has adopted the CDDSG and <br />when reviewing the proposal against the CDDSG, there were some conflicts with the previously <br />approved PUD. The applicant has made revisions to comply with the newer requirements. <br /> <br />Building and parking setbacks have been met. Landscape coverage is proposed at 35 percent including <br />pedestrian areas. Approximately 30 percent of the site is planted landscaping. <br /> <br />Parking is proposed for 139 vehicles and 16 bicycles. The parking ratio of 3.8 spaces per 1,000 sfis <br />slightly lower than the required 4 spaces per 1,000 sf. The amount of parking is based in part on the <br />specific needs of the primary tenant. It has been noted on the PUD that no tenant finish permits will <br />be issued that exceed the average parking ratio provided on the site. <br /> <br />Architecturally, the building remains nearly identical to the previously approved project. The proposal <br />reviewed by the Planning Commission included two exterior balcony areas on the second floor on the <br />west and south elevations. One of those balconies has been removed in the revised plans and staff <br />recommends that it be reinstated. <br /> <br />Parking lot lighting is proposed with 250-watt metal halide fixtures on 24-foot poles. The photometric <br />plan meets City requirements regarding lighting levels. <br /> <br />One 32 sf ground sign is proposed near the visitor entrance to the building. It is designed of materials <br />to match the building and is within CDDSG requirements. Several wall sign locations have been <br />identified and as noted on the plans, the design, location and area of the proposed wall signs meet City <br />requirements. <br /> <br />The Planning Commission approved this application with ten conditions. The applicant has agreed <br />to meet all conditions and the plans have been revised accordingly. The condition regarding the <br />additional easement remains in place and staff is recommending a condition that would reinstate the <br />balcony. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />19 <br /> <br /> <br />
