Approve Amendment for Signal Progression Analysis at McCaslin Blvd. <br />Louisville Arts & Humanities Council Appointment <br /> <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br /> <br />Eugenia Szeto, 597 W Pine, Louisville, Colorado, stated that she recently resigned from both the Tree <br />Board and the Master Plan Beautification Committee. She explained one of the reasons for her <br />resignation was the discrepancy between information and instructions received from City Council <br />versus City staff. She did not feel Parks & Recreation staff took recommendations from the Tree <br />Board or the Beautification Committee seriously. <br /> <br />COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS NOT ON THE <br /> AGENDA <br /> <br />NONE <br /> <br />DISCUSSION/DIRECTION REGARDING THE DOWNTOWN COMMERCIAL <br /> DISTRICT <br /> <br />Davidson called for staff introduction. <br /> <br />Paul Wood, Planning Director, explained that this agenda item is in response to Council's request for <br />data on downtown constraints regarding building and development. He stated that there are three <br />constraints downtown: existing square footage within the commercial business district, existing FAR <br />of the downtown commercial business district, and the availability of downtown parking spaces based <br />upon approved square footage. Council also requested information on the build-out potential for <br />downtown based upon alternative FARs, the number of parking spaces required to support each of <br />those scenarios, and traffic analysis and impacts. He gave a brief presentation of each scenario. Wood <br />presented the following options to Council for discussion: <br /> <br />A draft ordinance establishing a temporary moratorium on the processing of <br />applications for approval of preliminary PUD Development Plans, Final PUD <br />Development Plans, and Special Review Use requests within downtown Louisville. <br />A draft ordinance requiring that all development except retail development within the <br />CBD meet the City's off-street parking requirements and standards, and to eliminate <br />the current exemption for off-street parking. <br />A draft resolution resolving that the Commercial Development Design Standards and <br />Guidelines (CDDSG) do apply to all commercial development proposals, including <br />proposals within the Downtown Commercial District. <br />A suggested parking plan submitted by Mayor Davidson. <br /> <br /> <br />
