Davidson called for public comments. <br /> <br />Nancy Love, 841 Front Street, Louisville, Colorado, asked Council to establish a task force to work <br />with a traffic consultant and parking consultant to resolve this issue prior to placing a moratorium on <br />downtown development or setting any parking fees. <br /> <br />John Reed, 806 West Oak Court, Louisville, Colorado agreed with Nancy Love. He feels that <br />proposed Ordinance No. 1286 is very harsh and would present a hardship on him as he recently signed <br />a lease for space downtown. He expressed support for the proposed parking plan. <br /> <br />Rich Carlisle, 728 Front Street, Louisville, Colorado, stated that he did not feel there is currently a <br />parking problem downtown. He agreed with most of the proposed parking plan ideas and felt that <br />downtown Louisville is in need of a multi-story parking structure. <br /> <br />Ronda Grassi, 916 Main Street, Louisville, Colorado, urged Council not to over react by declaring a <br />moratorium. She felt that a moratorium would irreparably harm the momentum and interest of <br />downtown. She suggested forming an independent committee to make judgements on growth on an <br />individual basis and implement guidelines using everyone's ideas. <br /> <br />Arlin Lehman, 908 Main Street, Louisville, Colorado, expressed embarrassment that his building has <br />started a fervor over downtown growth, building heights, and parking issues. He stated that the <br />downtown businesses have been working together to develop a parking plan. He expressed support <br />for the proposed parking plan. He stated that Erik Hartronft has another parking proposal to present <br />to Council tonight. He questioned why time was being spent on public hearings to discuss <br />moratoriums versus using that time to discuss and resolve the parking issue. He stated that he feels <br />the Commercial Design Guidelines are an impossible burden for downtown development. He was told <br />that the Commercial Design Guidelines would not apply to downtown, therefore, he did not participate <br />in the public comments for those guidelines. He did not feel it was fair for Council to now decide to <br />apply those guidelines to downtown development. <br /> <br />Erik Hartronft, 817 Lincoln Avenue, Louisville, Colorado, stated he was surprised by the ordinances <br />to place a moratorium on downtown development and to apply the Commercial Design Guidelines <br />to downtown properties. The downtown businesses are working on a parking plan. He felt that Council <br />was sending a negative message to downtown property owners and business owners by considering <br />a moratorium on downtown development. He agreed with Lehman that the Commercial Design <br />Guidelines were not intended for downtown and would be impossible for downtown development to <br />meet. He expressed support for the proposed parking plan. <br /> <br />Sally Janover, 820 Main Street #108, Louisville, Colorado, stated that she selected downtown to open <br />her business due to its uniqueness. After reading the Downtown Business Association's (DBA) <br />historic document, she joined DBA and was asked to sit on their board. She stated that she was very <br />excited to read that the City is aware of the treasure they have in downtown. She informally surveyed <br />patrons of the Marketplace Bakery and discovered many who do not want to see downtown change, <br /> <br /> <br />
