RESOLUTION No. 43, SERIES 1998 - FINAL PUD DEVELOPMENT PLAN - CHERI & <br /> EDWARD RUSKUS, 728 MAIN STREET (continued from 8/18/98) <br /> <br />Davidson called for staff introduction. <br /> <br />Paul Wood, Planning Director, stated this is a Final PUD amendment which was continued from <br />August 18, 1998. He explained that the PUD, staff summary comments, architecture, sign package, <br />and site plan have not changed. The continuance was based upon the availability of parking and an <br />appropriate PUD expiration date. <br /> <br />Wood stated that staff has revised the expiration of the Final PUD, recommending a two-year time <br />period, with an expiration date of August 18, 2000. <br /> <br />Wood continued his presentation, stating that the potential impact of this development on available <br />public parking downtown is a significant concern. Discussion continues between the City and property <br />owners on ways to address the impending lack of parking in the downtown area. The August 4 <br />resolution included a condition proposing that a note regarding parking be added to the PUD. The note <br />serves as an acknowledgment by the property owner of their benefit from additional parking and their <br />agreement to equitably participate in the financing of additional parking. The revised resolution <br />expands on that proposal by stating that if an improvement district or other financing mechanism to <br />fund additional parking is not in place at the time of building permit issuance for this project, then the <br />owner will be required to provide new parking spaces to meet the parking requirement for the project <br />at a ratio of 2 spaces per 1,000 sfofgross floor area. Based upon 14,770 sf (excluding basement), that <br />ratio would require 30 parking spaces. Based upon 18,970 sf (including basement), that ratio would <br />require 38 parking spaces. <br /> <br />Wood stated that in addition to parking, discussions have also included the following: <br /> <br />A potential condition limiting the basement of 728 Main Street to storage and <br />mechanical uses only. <br />A potential condition which would modify condition #8 of the signage criteria <br />to eliminate cabinet-type signs as an allowed sign type. The criteria would then <br />allow only externally illuminated, cutout back-lit, and silhouetted back-lit letter <br />type signs. The applicant had previously agreed to this. <br />The PUD now reflects that the brick on the front facade (north and south) <br />wraps a distance of two feet on both the north and south elevations. <br /> <br />Sisk stated that although he was absent from the first meeting at which the PUD was reviewed, he has <br />reviewed the video tape and after discussions with the City Attorney, it was determined that he could <br />participate in this discussion. He continued to state for the record that he received a telephone call <br />from one of the prospective purchasers of the building. The call was made to him, he did not solicit <br />the call. <br /> <br /> <br />
