development or tearing down existing buildings to provide parking downtown. He did not feel that <br />would be fair. He stated that the impact of the floor area ratios proposed cannot be accommodated at <br />the present time. He felt that, although a moratorium is an undesirable choice, it would be better than <br />trying to put things into place before they have been fully evaluated. <br /> <br />Howard stated that with the current timeline in place for processing PUDs, he felt Council had <br />sufficient time to consider the options. <br /> <br />Levihn stated that he would prefer applying the CDDSG to downtown development versus a <br />moratorium, as both would have the same results. <br /> <br />Mayer suggested establishing development guidelines for downtown as soon as possible so that <br />applicants are aware of the standards before they begin the PUD process. <br /> <br />Davidson agreed with Mayer. He stated that Council now needs to decide how to accomplish that goal. <br /> <br />Sisk moved that Council have the first reading of the downtown building height limit, Ordinance No. <br />1286, series 1998, at tonight's meeting, seconded by Levihn. <br /> <br />Roll call was taken. All in favor. <br /> <br />Howard moved that Council discuss a parking plan, floor area ratios, impact fees, and a possible <br />traffic study at the September 29, 1998, Council worksession, seconded by Levihn. All in favor. <br /> <br />Keany requested that the downtown property and business owners invite Council to their parking <br />discussion meetings. <br /> <br />Davidson agreed. <br /> <br /> <br />
