Posted in City Hall, the Library, the <br />Recreation Center, the Police and Courts Building and mailed to surrounding <br />property owners on April 23, 2010. <br />Conflict of Interest and Disclosure: <br />None heard. <br />Staff Report of Facts and Issues: <br />McCartney summarized the application request with the following information: <br /> <br /> A request for a special review use (SRU) to allow an outside patio dining <br />area at the southeast corner of the property located at 701 Main Street. <br /> <br /> 701 Main Street is located at the northwest corner of Main and Pine Street <br />(formerly known as Waveform Automotive). <br /> <br /> The original building was constructed in 1956 and has been used as a gas <br />station and an automotive repair shop. <br /> <br /> Eight (8) parking spaces are required for the site based on the 3,315 SF <br />building. <br /> <br /> Parking will be restricted to the rear (west site) of the building. <br /> <br /> Staff recommends the applicant place a dust free surface on the parking <br />area and stripe for eight (8) spaces. <br /> <br /> The property is currently accessed off Pine Street and Main Street, as well <br />as an alley on the west side. <br /> <br /> An additional curb cut is located on the Pine Street side and has been <br />used by the automotive repair shop for moving cars in and out of the shop <br />area. <br /> <br /> Staff recommends the curb cut be removed and replaced with a standard <br />sidewalk. <br /> <br /> The applicant is proposing to continue to use the Main Street access for <br />one-way vehicular traffic to the north and rear of the property. A properly <br />signed access point would be good for circulation as well as emergency <br />access. <br /> <br /> Staff recommends the one-way access from Main Street be allowed. <br /> <br /> A 48” high metal fence is proposed around the entire patio area. <br /> <br /> There is a site vision clearance area requirement of 30’ x 30’ on the <br />southeast corner of the property and is illustrated on the SRU plan. <br /> <br /> Staff recommends no portion of the patio be permitted in the site vision <br />area so no future table placement or temporary banners create a conflict <br />with the area. <br /> <br /> There will be no landscape changes with the proposed application. <br /> <br /> The applicant is proposing downcast lighting only in the patio area. <br /> <br />
