All in favor. <br /> <br />DISCUSSION/DIRECTION - CANCELLATION OF JUNE 18 COUNCIL MEETING - <br />COMBINE COUNCIL MEETING/WORK SESSION ON GOALS FOR JUNE 13, 1991 <br /> <br />Brand: Due to Council and staff attending the CML <br />Conference June 17 - 22 the Council meeting <br />of June 18 must be canceled. Holding both a <br />Council Meeting at 7:30 p.m. and immediately <br />after adjournment the Work Session on Goals <br />will begin. June 13 has been suggested for <br />this meeting. The Council meeting will be <br />for emergency items only. Item that will be <br />on the agenda will be the preliminary design <br />of the water treatment plant. <br /> <br />Mayor Fauson moved that the regular City Council meeting sched- <br />uled for June 18th be changed to June 13 and immediately after <br />adjournment the Work Session on Goals will begin, seconded by <br />Davidson. All in favor. <br /> <br />DISCUSSION/DIRECTION - CITY CLERK POSITION <br /> <br />Griffiths: I had been asked to respond to the questions <br />regarding the appointment of the City Clerk <br />and City Treasurer at the last work session. <br /> <br />Question No 1. Discuss both the advantages of <br />the City Clerk being appointed and the advan- <br />tages of the City Clerk being elected. <br /> <br />This is not strictly a legal issue. There are <br />so many considerations that there may be some <br />that I have missed. The primary argument for <br />electing a City Clerk is that the electorate <br />retains control over choosing the person that <br />will occupy the position. Electoral control <br />over city offices helps to combat voter <br />apathy and foster interest in city govern- <br />ment. As more and more city offices are <br />occupied by appointed officials, the citizens <br />may feel that they are being disenfranchised <br /> <br /> <br />5 <br />
