--..
take a trip to work on a grant in Washington,
D.C. I don't believe that was fair. I as a
Finance Committee member was not told about
it, nor as a Council person. I'd like very
much that from this point on we are told of
these things before they take place.
Brand: I didn't inform the rest of the Council; I'm
remiss in that area. When we were arranging
for the ticket for Councilman Howard we had
to purchase the ticket that day or we would-
n't have been able to get the fare that we
did get, which was rather exorbitant to begin
with. We had to go ahead and put it on the
City's credit card. The Finance Committee had
approved $500.00, the ticket was $1,018.00
and we sent him notice that he owed us
$518.00. He asked us to have that deducted
from his salary as a Councilmember and filled
out a form to do that. That is how it hap-
pened. It didn't occur to me at the time to
notify the rest of the Council. I'll try to
do so in the future when such things occur.
Howard: I believe at a work session that I had with
Councilman Carnival and with you also,
Marie, that this issue had come up. It cer-
tainly has been in the bills for the past
several months. If the insinuation is that
somehow you were not informed for aggrieves
reasons I don't think that in fact took
place. It occurred to me that when this came
up, it was a surprise first of all that I
would have to pay an additional $500.00 or
over $500.00.
Szymanski: Five hundred and eighteen.
Howard: Whatever. It was a surprise and I think it
was a surprise to staff also. We certainly
didn't think it was going to cost a $1,000.00
just to go to Washington, D.C.; normally it
doesn't but fares change. The most expedient
way to handle that was to do what we did. Now
if I had known that at this time I would be
getting flack for going to Washington to try
to raise money for the City of Louisville,
and I would have known it was going to cost
an additional $518.00, I certainly would have
paid that out of pocket. It's not like I am
broke. I will say that this is not something
that has been hidden; it's been out and about
for many, many months and I'm sure that in
the future staff has noted that any questions
of financial nature dealing with any Council
15
