<br />Mayor Fauson moved that Kevin Howard be appointed as the representative to the County <br />Commissioners Open Space Committee and that Councilman Davidson be appointed as the <br />alternate, seconded by Hornbostel. All in favor. <br />DISCUSSION/MOTION - NEUMANN ANNEXATION LETTER OF INTEREST <br />John Franklin III, Director of Community Development, reviewed the Neumann's request <br />for consideration of annexation. Arthur H. Neumann owns approximately 57 acres of land <br />which is located east of the City and north of Dillon Road. Mr. Neumann has expressed <br />interest in annexing the property and developing a portion of the land for commercial use. <br />A vicinity map and a copy of Mr. Neumann's request are attached. (Attachment B) <br />The property is within the Louisville planning area and is also within the Lafayette planning <br />area. The property is included in the Northwest Parkway Agreement and is designated as <br />Open Space for acquisition. The City Attorney has reviewed the request in light of the <br />IGA and recommends that the request be first referred to all parties to the agreement for <br />comment. This issue would need to come back to Council twice informally or semi-formally. <br />If Council desires to proceed it would then go to staff and then to the Planning <br />Commission and back to Council. <br />Paula (Mrs. Arthur) Neumann, 10935 Dillon Road, Broomfield, CO 80020 <br />Neumann: We own a piece of property on Dillon Road very close to 287. <br /> It is contiguous with the City of Louisville on the west side. <br /> We feel that the IGA is not an iron clad proposal or <br /> agreement and that it is subject to change. We are asking the <br /> City of Louisville to go through the steps of petitioning the <br /> other cities and the members of the IGA to allow for a <br /> commercial development on the far eastern end of our <br /> property. The proposed commercial development would be in <br /> the far eastern comer off of Dillon Road and the Clarkston <br /> Comer. We have provided for an open space buffer. We have <br /> still allowed for our bird sanctuary. We have maintained a nice <br /> wildlife habitat and still allowed for a small amount of <br /> commercial growth. In the far east corner we have plans for <br /> a gas station and convenience store, nursery, and we have an <br /> idea for some sort of a new car or used car lot. These are all <br /> hypothetical. We would be responsible for the development, <br /> but we would allow other parties to participate. We have <br /> allowed for considerable landscaping to keep the rural <br /> atmosphere. With the nursery and landscaping it would be an <br /> added addition to the comer. We would like you to consider <br /> our proposal for annexing and for allowing this commercial <br /> development. <br />Fauson: John, would the first step be to submit this letter to the other <br />
