<br />Hornbostel: I was the <?ne that asked for the break down on the service <br /> expansion fees. I was looking at it to see if the use tax was <br /> -going to totally cover our service expansion fees and it is not. <br /> When we had discussion about this, we said we would do the <br /> use tax instead of the service eRlansion fees. It looks like we're <br /> going to have the service expansion fees anyway. It is only <br /> going to decrease it, it is not going to take its place. I would <br /> like to have a little more time to look at the issue. We need to <br /> look at the service expansion fees. I was thinking that the use <br /> tax would be taking more or gaining more from the use tax <br /> than we would be. <br />Brand: If we don't have a time bind then to have this at the next <br /> meeting, I would like to request that we wait until after the <br /> budget is adopted so that we can give more time to. We are <br /> spending a lot of time now getting background information on <br /> all the matters you want to address in next year's budget. <br />Davidson: If the legislature passes the bill that restricts service expansion <br /> fees, is it normally that a bill then has some effective date? A <br /> good bit in the future to allow Council to take action to correct <br /> the use tax versus the service expansion fee? <br />Griffiths: I do know that if the legislature seeks to reduce the current <br /> income of local governments, there are organizations always <br /> lobbying the legislature to make sure that is effective in the <br /> future. <br />Davidson: In that case, I prefer, like Margaret, to study this in a little <br /> more detail and as the City Administrator suggests waiting till <br /> after the budgeting is done. <br />Davidson moved that further consideration be delayed until after the completion of the <br />budget process, seconded by Howard. All in favor. <br />APPOINTMENT OF COUNCILMEMBER TO BOULDER COUNTY OPEN SPACE <br />COMMI'ITEE <br />Brand explained to Council that the County Commissioners wished to establish a Boulder <br />County Open Space Committee. They would like to have an elected official from each of <br />the entities. The County is asking that the Louisville City Council appoint a <br />Councilmember to service on that committee. <br />Mayor Fauson called for volunteers from Council to represent the City of Louisville on this <br />committee. Councilman Howard volunteered to be the representative and Councilman <br />Davidson volunteered to be the alternate. <br />
