It gets so fuzzy, I don't know how you can <br /> clarify it enough so that when a voter goes in to make <br /> a decision, he is actually voting on something that we <br /> could look at and say ok, now we know how they feel. <br /> I just don't see how we can do it. <br />Sackett: You could do the same thing with the Authority, you <br /> could say if the Executive Director wasn't a part of the <br /> Authority should we stay in the Authority? I think <br /> there are a lot of questions about the Authority that <br /> could be asked that would be relevant generally <br /> speaking. When we talked about this early on and <br /> talked about taking it to the people, we talked about <br /> asking them whether or not they support W-470. If we <br /> just wanted to say forget the funding and say do you <br /> support a beltway connecting E-470 with C-470 I'd be <br /> happy with that. Just leave the funding thing out of <br /> there. I think we should also ask them if we have an <br /> opportunity, do they support the connection to the <br /> airport. To me people ought to be able to say that I <br /> want to vote against participating in the Authority <br /> without having to give anybody an indication that they <br /> are against a beltway. If you're only going to leave one <br /> of those on, it is not satisfying to me as a voter. I'd like <br /> to be able to vote to get out of the Authority but to ask <br /> the Council to pursue the Northwest beltway. The thing <br /> that is the bottom line on all of that is that people <br /> misuse information. I think that people misused the <br /> vote on W -4 70, all sides did. On that vote all it said <br /> was that they didn't support a $10.00 vehicle registration <br /> fee for W-470; that is all it said, but people said it said <br /> more or something different. I think the Authority vote <br /> would do that and it would improperly represent the <br /> citizens of Louisville if there is not a second question on <br /> there. <br />Davidson: I have a question for you, John, and maybe this will <br /> satisfy what you want. For instance, the W-470 <br /> Authority is a known entity. They have a proposed route <br /> and we all know we have to pay taxes to build it. Toll <br /> road, although, could subsidize it wouldn't pay for it all. <br /> Maybe an alternate question that could be asked at the <br /> 7 <br /> -- <br />
