Davidson questioned the need for a neighborhood facilitator in a community the size of Louisville. <br />He agreed with Levihn that the issues are code enforcement related and not PUD issues. Davidson <br />felt that the HVAC noise level could be categorized as a missed opportunity for St. Louis to be a <br />good neighbor and should be addressed. He apologized to the residents for the City's lack of <br />response to their complaints. He encouraged all residents to contact the City Administrator if they <br />receive an indifferent response when calling Boulder Dispatch. He stated that he would not support <br />tabling Resolution No. 54 nor would he vote to approve it. <br /> <br />Mayer suggested incorporating the parking plan into Resolution No. 55 for 841 Grant Avenue and <br />dispensing with Resolution No. 54. <br /> <br />Levihn and Sisk agreed. <br /> <br />Keany stated that the dumpster is located immediately adjacent to residential properties behind the <br />school, creating an odor problem for those residents. He did not feel that was an appropriate location <br />and it should be moved. <br /> <br />Howard stated that due to the ongoing problems in this neighborhood, he would like to receive <br />monthly updates from the Police Department on the status of these issues. <br /> <br />Davidson directed staff to provide monthly updates to Council. <br /> <br />Sisk moved that Council disapprove Resolution No. 54, Series 1998 - Recall of a Special Review <br />Use and Final PUD Development Plan for St. Louis Catholic Church and School - 901 Grant <br />Avenue, seconded by Howard. All in favor. <br /> <br />Keany asked to explain that Council's denial does not change the PUD but leaves the PUD passed <br />in 1995 as is and that the issues discussed will be implemented on their own in a 'good neighbor' <br />policy. <br /> <br />Levihn stated that the City will support that process with parking signs or whatever is necessary. <br /> <br />Howard stated that the City will also begin enforcing traffic code and issuing violations when <br />necessary. <br /> <br />RESOLUTION No. 55, SERIES 1998 - SPECIAL REVIEW USE FOR ST.
