Mayer questioned whether Alicia Burrous felt that there is still a need for additional facilitation and <br />for her suggestions on addressing future issues. <br /> <br />Burrous replied that members of the existing committee have agreed to meet every-other-month <br />during the upcoming year to continue communication efforts. She stated that she believes the process <br />has been a positive learning experience. She described the communication that has been established <br />between the neighborhood and St. Louis as "wonderful." She felt having a facilitator present at the <br />first two meetings was necessary for building trust, as the members did not know each other. In <br />subsequent meetings, a member of each group was appointed to serve as a co-mediator and that <br />worked fairly well. She believes that having a professional facilitator available for a while would be <br />beneficial. <br /> <br />Mayer stated that he believes the basics of a plan are in place. He suggested that the City <br />Administrator work with the committee to determine what assistance the City is able to provide and <br />report his recommendations to Council. He suggested delaying formal adoption of the plan for 60-90 <br />days to allow any changes to take place. He thanked Burrous and Escajeda for their participation and <br />cooperation. He agreed with Davidson that the City could have been more proactive in some of these <br />areas. <br /> <br />Howard agreed with Davidson and Mayer. He expressed his disappointment that enforcement of City <br />code and traffic violations has become lax. He suggested that the monthly report from the Police <br />Department also include problems or concerns that are occuring in this specific area of town. He <br />requested that Alicia Burrous and Barb Escajeda provide Council with periodic updates on issues <br />that are being addressed. He questioned the purpose of establishing a four-way stop at Grant Street. <br /> <br />Escajeda explained that they believe a four-way stop would improve the traffic flow. <br /> <br />Howard requested that City staff research and implement this suggestion if traffic studies indiciate <br />it would improve the traffic flow. He asked for clarification that the lights being proposed for the <br />parking lot would not extend illumination off the property or produce a glare. <br /> <br />Escajeda replied that one proposal they are evaluating is that a City light be placed at the comer of <br />South and Lincoln Streets. They believe that light from the fixture would shine down into the <br />parking lot and not extend illumination into any neighbor's yard. <br /> <br />Levihn stated that his experience shows traffic is a problem at every school and the only way to deter <br />that is to issue citations for traffic violations. He commended the Police Department for their <br />enforcement around the public schools and encouraged them to include St. Louis School in their <br />patrols. Levihn agreed that the issues being discussed are code enforcement problems and not PUD <br />issues. <br /> <br />Sisk did not believe these decisions should be made by Planning Commission or City Council.
