To continue building trust between the Parish and neighbors, the following decisions are proposed: <br />· St. Louis Parish will establish a volunteer liaison for neighbors. The Parish liaison <br />will facilitate issues and intercommunication between the Parish and neighbors. <br />· The Parish requests that the neighbors identify a neighborhood liaison to facilitate <br /> communication between the Parish and neighbors on issues of concern to more than <br /> one neighbor. <br />· The neighborhood liaison will be given a telephone number for the St. Louis Parish <br /> liaison to disseminate to interested neighbors. Any issues or concerns of the <br /> neighbors are to be communicated to the liaison either by telephone, in person, or in <br /> writing. The liaison will personally reply to the neighbors' issues/concerns within <br /> two business days with information regarding issue resolution. The liaison will <br /> maintain a log to track neighbor concerns/issues and their resolutions. Depending on <br /> the issue/concern, the liaison may need to contact the Parish office, school office <br /> and/or the Building and Maintenance Committee for possible resolutions. The St. <br /> Louis Pastor or his designee has final decision-making authority for the Parish. <br />· All City Code violations are to be communicated to the proper City department as <br /> they occur. <br />· Emergency situations are to be communicated immediately to the appropriate <br /> organization, e.g., police, fire, or ambulance. <br />· The neighbor liaison group will attend bi-monthly meetings for one year to continue <br /> dialog and resolution of existing issues. <br /> <br />Davidson called for public comments. <br /> <br />Norm Mossoni, 841 Jefferson Avenue, Louisville, Colorado, stated that he feels these issues stem <br />from a handful of neighbors and not the entire neighborhood. He was never contacted by either group <br />for his opinion on the subjects being discussed. He questioned why the recall ever occurred. He feels <br />the conditions on the original PUD have been met and that the recall is the direct result of St. Louis <br />School requesting to operate a middle school. He questioned the connection of a trash dumpster and <br />air conditioner noise to the operation of a middle school. He did not believe that adding thirty <br />students to the school's enrollment created an increase in traffic. He encouraged Council to look at <br />the troth in this issue and deal with facts. He felt it was unreasonable to expect Father Don to enforce <br />traffic laws in front of the school because that's the responsibility of the police department. <br /> <br />Alicia Burrous, 924 Grant Avenue, Louisville, Colorado, stated that she is speaking on behalf of the <br />neighborhood portion of the Parish/neighborhood committee. She expressed support for the staff <br />recommendations approved by the Planning Commission at their last meeting. She stated that the <br />neighborhood feels comfortable that parking and traffic problems will be addressed and corrected <br />with the resolutions presented before Council tonight. She thanked Chief Goodman for his <br />department's assistance in verifying that traffic problems do exist, recommending solutions, and for <br />his commitment to enhance enforcement in the neighborhood. She thanked Paul Wood and the <br />Planning Department staff for their thoughtful analysis of specific impacts on the neighborhood as <br />well as recommendations regarding parking.
