Call to Order - Chairman Robert Muckle called the meeting to order at 7:40 am. <br /> <br />II. Roll Call was taken and the following members were present <br /> <br />City Council: Mr. Dalton (excused himself at 8:40 am), Mr. Muckle and Mr. <br />Sisk <br /> <br />Absent: <br /> <br />Staff Present: Mr. Fleming, Mr. Phare, Mr. Mathes, and Mr. Hill. <br /> <br />III. Approval of Agenda: Agenda approved. <br /> <br />IV. Approval of the Minutes: Minutes of September 22, 2009 meeting approved. <br /> <br />V. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: <br />John Leary provided two comments: <br />1) Meter locations in older homes make it difficult for individual homeowners to <br />read and keep track of their usage. <br />2) The existing rate structure is counter to the sustainability idea of growing <br />one's own food. <br /> <br />VI. Update - Water Resources <br /> <br />a. Water Supply & Demand Analysis - the usual table and chart, updated through <br />February, was handed out showing the projected demand, storage and <br />diversions through the end of 2011. An additional chart showing how the <br />current year has compared to previous years was presented. A brief discussion <br />of overall water resource supply & demand, costs, and ultimate demands <br />followed. <br /> <br />b. Storage and Snowpack - storage is good for this time of year, but snowpack is <br />below average (78% S. Platte). The snowpack is typical of EI Nino with a mild <br />winter with increased possibility of big storms in March and April.
