<br />City Council Water Committee <br />Meeting Minutes <br />Friday, February 12, 2010 <br />Page 2 of 3 <br /> <br />discussion ensued about the redundancy of the City's water raw water supply <br />and treatment facilities. <br /> <br />VII. Update - Water Projects <br /> <br />a. Water Meter System (AMR) - The project is getting off to a slow start, since a <br />critical employee of the installation contractor left and there is a learning curve. <br />It is expected that once everyone is up to speed the project will proceed <br />rapidly. To keep project momentum it is important to continue PR efforts. It <br />was suggested that Council make the project a future meeting item as a means <br />to educate and inform the public. <br /> <br />b. NWTP Filter Media Replacement - staff is working with the contractor to <br />resolve an issue related to non-compliant media. <br /> <br />c. NWTP Filter Control Consoles - The project is moving forward and the <br />installation contract will be put out to bid in the near future. <br /> <br />d. Other - WGFP funding - The Windy Gap Firming Project continues with <br />permits predicted for late spring. The Participants are looking into various <br />means of funding the construction of the project. <br /> <br />VIII. Legal <br /> <br />a. Marshall Lake/South Boulder & Coal Creek Ditch Transfer Case - a draft Ruling <br />will be out to opposers in March with discussions to follow. If a trial is <br />necessary it would likely be mid 2011 at the earliest. <br /> <br />b. Eldorado Springs Transfer Case - working to ensure that a workable <br />Augmentation Plan is in place. <br /> <br />c. Diligence cases - Mr. Hill provided a brief discussion of Diligence. The City has <br />four cases pending (CCGC, Harper 1" Enlg., Louisville Pipeline, and Baseline <br />Exchange). The Harper 1" Enlg. was unopposed and should have a ruling in <br />the near future. Draft rulings have been provided to the opposers in the other <br />cases. <br /> <br />d. Other - City of BoulderlFRICO appeal- the issue of the utilization of the <br />irrigation culvert was found in FRICO's favor. <br /> <br />IX. Discussion - Potential Impacts on Utility Fund from Loan to Golf Course <br />Fund <br /> <br />A brief discussion ensued on capital projects that will be funded from the Utility <br />Fund in the near term and the effect that the proposed loan may have on Fund <br />balances. This item will be addressed during the scheduled Council Meeting on <br />this topic. <br /> <br />X. Current Events <br /> <br />a. Status of Denver Water's Moffat System Expansion - the comment period has <br />been extended until March 16. Staff is working with District 6 and other South <br />Boulder Creek entities to ensure that water users are protected. City staff will <br />be submitting comments to ensure the protection of the City's water rights and <br />facilities. <br />
