COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING, CITY MANAGER <br />DATE: JULY 6, 2010 <br /> <br />SUBJECT:APPROVAL TO USE $21,000 FROM THE HISTORIC PRESERVATION <br />FUNDS AS A MATCH TO A STATE HISTORICAL FUND SURVEY <br />GRANT <br />ORIGINATING DEPARTMENT:PLANNING AND BUILDING SAFETY <br />SUMMARY: <br />City staff was recently notified that we have been awarded a $21,000 grant from the State <br />Historical Fund for and intensive level historical survey of the Jefferson Place Subdivision. <br />In order to submit a competitive grant application, staff submitted the grant request with a 50% <br />match. That match of $21,000 needs to come from the Historic Preservation Fund (HPF). <br />Expenditures from the HPF require City Council approval. The point of completing historic <br />surveys is to identify the historic resources that we have and know the value of those <br />resources. The full $42,000 will be used to hire an historic preservation surveyor who is familiar <br />with both the required survey forms and the complex state process to approve and accept the <br />forms. <br />This project is a comprehensive survey of the Jefferson Place subdivision, the oldest residential <br />subdivision in Louisville, platted in 1880. This area was identified in the City’s2000historical <br />building survey as having the potential for a possible historic district. The subdivision contains <br />97 parcels, 87 of which have homes that are over 50 years old, most date from circa 1900. <br />The project will include the completion of Historical and Architectural Inventory Forms for 44 <br />parcels not previously surveyed. In addition, the project will include the completion of 43 <br />Cultural Resource Reevaluation Forms for surveys completed in 2000. Since 2000 we have <br />found multiple errors in these original surveys and believethey need to be reviewed for <br />accuracy. The project will also include the assessment of each parcel for national, state, and <br />local landmarking and assess the possibility of a historic district for the subdivision as a whole. <br />The survey forms are specific to the preservation field and require knowledge about both the <br />forms and the state process. The City will contract with a professional historical resources <br />consultant to complete the survey report and forms required by the State. All products will be <br />completed in accordance with the Colorado Cultural Resources Survey Manual (2007) and <br />must be in a form acceptable to the SHF, the Colorado Office of Archaeology and Historic <br />SUBJECT AGENDA ITEM <br />APPROVAL TO USE $21,000 FROM THE HISTORIC <br />4F <br />PRESERVATION FUNDS AS A MATCH TO A STATE <br />HISTORICAL FUND SURVEY GRANT <br />41 <br /> <br />
