Historic Preservation Commission
Meeting Minutes
December 7, 2009

Stewart handed out copies of the demo map that he has been working on and
stated he has been also working with Susan Dellinger, GIS Coordinator, to import
these modifications.
Muckle asked if Stewart was also using the GIS data she worked on several
years ago.
Stewart stated he was not but would check with Dellinger to see if can be
incorporated.
Koertje asked Stewart to bring the finished map to the February 2010 City
Council study session. Stewart agreed.
Tofte asked if we were still going to apply for a state grant to update the
architectural survey.
Koertje asked McCartney to contact Dan Corson at the State Historic
Preservation Office to find out the next submittal date. Koertje also asked
McCartney to update the board with any progress at the next meeting.
Update/Discussion/Action – Grain Elevator
McCartney read from an attached memo and stated the owner’s representative,
Mike Decker, is not interested in saving the Grain Elevator, regardless of the
assistance that exists for saving the structure.
Muckle stated she did not believe Decker was the only owner of the structure and
asked staff to check with the other owners.
Koertje stated he had checked with the other owners and they confirmed Decker
is the individual we should be contacting.
Tofte asked if we could buy the property.
Koertje answered the HPC could but the price tag might be more than the HPC
could afford.
Stewart stated he had received a phone call from a neighbor adjacent to the
elevator who was concerned about their safety as the elevator appears to be
unstable. Stewart asked if it was a private or public process to purchase the
property.
McCartney answered private.
Koertje stated more than likely the City could not purchase the property.
However, a demo request will have to come through HPC.
Stewart asked McCartney about the abatement process. McCartney stated it
would be a 2 month process.
Muckle stated she would check with other Decker family members.
Update/Discussion/Action – HPF Loan Program
Koertje asked staff to talk to the Finance Department regarding the loan process
and bring the information back to the next meeting.
