City Council <br />Meeting Minutes <br />July 20, 2010 <br />Page 6 of 9 <br />Councilor Dalton disclosed he had a conversation last week with one of the applicants, <br />Mr. McClure. Councilor Dalton stated he initiated a conversation relative to the <br />development and suggested Mr. McClure relayhis concerns to the Economic <br />Development Director and Planning Director. He did not feel the conversation with Mr. <br />McClure would affect his judgment on this project. City Attorney Light asked if the <br />conversationin Councilor Dalton’s judgment, would affect his ability to make his <br />decision solely on the materialpresented at the hearing. Councilor Dalton confirmed he <br />would base hisdecision solely on the materials presented at the hearing. <br />Mayor Sisk opened the public hearing and requested a Staff presentation. <br />Principal Planner McCartneyexplained the applicant, RMCS, LLC submitted revised <br />final documents to the approvedTakoda Village General Development Plan, Final <br />Subdivision Plat and FinalPlanned Unit Development Plan to allow for the density swap <br />of 20 residential units fromPlanning Areas 2 and 3, to Planning Area 4.The original <br />Takoda Village General Development Plan was approved on June 3, 2008 as a 350 <br />residential unit development. <br />Theapplicants propose Planning Area #2 change from multi-family units to single family <br />units. In Planning Area#3, blocks 4, 5 and 6 will change from alley loaded to front <br />loaded and include larger lots. Thereare no changes to the density, open space, public <br />areas, street configuration, or public right-of-ways. The request is for authorization to <br />revise the approved GDP, Final Plat andFinal PUD to allow for a change in housing <br />types, modification to the Plat and a density swap. Staff recommended Council approval <br />without conditions. <br />APPLICANT PRESENTATION <br />Rick Brew, Takoda Properties, 726 Front Street, Louisville, COintroduced his partners, <br />Justin McClureand David Waldner. Mr. Brewpresented a before (2006-2008) and after <br />(2010) view of the proposed Takoda Development. He noted there will beno changes <br />to the commercial area, the zoning, density, public streets,parks or open spacein terms <br />of size or configuration and no changes to overall bulk and dimension standards.The <br />only changes are to the interior lot linesto provide more flexibility for the homebuilders. <br />He announced the two home builders who will develop the project are Boulder Creek <br />Life and Homes and Ryland Homes. <br />David Gregg, Boulder Creek Life and Home, explained they are a local home building <br />company, who work predominately in Boulder County.Their specialty is active life style, <br />adult housing. They propose modest, fully maintained, ranch style patio homes, built <br />green and energy efficient. In some homes the master bedrooms are on the main floor <br />for empty nesters. Some home plans are entirely main floorliving, with no basements <br />or second stories. The exterior maintenance will be entirely completeto provide a lock <br />and leave lifestyle. They have adopted the National Green Building Standardsand all <br />21 <br /> <br />
