COUNCIL COMMUNICATION <br />TO: MAYOR AND CITY COUNCIL <br />FROM:MALCOLM FLEMING, CITY MANAGER <br />DATE:AUGUST 3, 2010 <br /> <br />SUBJECT:AWARD BID TO TOLEDO GLASS FOR RECREATIONCENTER WINDOW <br />REPLACEMENT <br />ORIGINATING DEPARTMENT:PUBLIC WORKS – FACILITIES <br />SUMMARY: <br />The Recreation and Senior Center Natatorium (pool area) is 20 years old. The original <br />installation included high performance insulated glazing units in standard frames. Theoriginal <br />insulated units are known in the industry as having problems and we are currently having <br />massive seal failures, which reduce the thermal efficiency and clarity of the windows. This fall <br />we had one of the large curtain walls fail due to inadequate design and the corrosion of the <br />fasteners. The area where this window wall was is currently boarded up. Research has <br />revealed that the adjacent window wall is also not designed to current standards for Louisville <br />wind loads. <br />In the last 20 years many improvements have been made in insulated glazing systems and it is <br />now possible to achieve the efficiency of the original glazing with a less costly and more <br />durable glazing system. Our bid specification includes units with bronze tint, high performance <br />low-e coating, argonfill and warm edge seals. The new curtain walls will be designed for <br />Louisvillewind loads, include corrosion resistant fastenersand have a thermal break to reduce <br />the convective losses common in these aluminum assemblies. The sloped glazing at the south <br />end of the natatorium will be replaced with opaque units and finished on the inside to reduce <br />pool glare and improve heating and cooling performance. <br />The project was advertised and participation was solicited fromselectcontractors.
