He questioned <br />if the City has on ordinance about `no idling of a vehicle'. He believes the large <br />patio area will have a benefit to the downtown area. He stated the hours of <br />operation should be on a case by case basis. <br />Russell stated his agreement with the hours of operation to be on a case by case <br />basis. He encouraged staff to address some of the other concerns being <br />discussed with the Downtown Business Association. <br />Pritchard stated he favors the request. He supports keeping the curb cut and <br />using some type of barriers to prevent access to the building. He requested staff <br />work with the applicant regarding the dust free parking surface. A closing time of <br />12:00 a.m. would be consistent with other restaurants. <br />Sheets requested a clarification from staff of the traffic direction in the alley. <br />Pritchard gave permission for staff to answer her puestion. <br />McCartney stated the alley is not one-way. <br />Sheets moved and Loo seconded a motion to approv, <br />2010 with the following conditions: <br />1.
