The <br /> Council discussed these ideas and gave the Commission feedback. <br /> Historic Preservation Commission members also discussed establishing a grant program <br /> for preservation for which the Commission would find funding for from another source. <br /> Discussion - Coal Creek Minimum In-Stream Flows <br /> Ted Kowalski of the Open Space Advisory Board gave information on the Minimum In- <br /> Stream Flow program of the Colorado Water Conservation Board to see if the Council <br /> might be interested in pursuing such a program. The program provides for the protection <br /> of a minimum water level in Colorado water ways. <br /> Tom Phare will meet with public works' staff from surrounding communities to gauge <br /> interest in the program for Coal Creek. <br /> City Manager Items <br /> Bill Simmons provided an update on the following: <br /> . The Cultural Council's discussions regarding a new Arts facility in Louisville. <br /> . Update on the contract negotiations with Citizens Community Television <br /> .
