<br /> City Council <br /> Study Session Summary <br /> March 14,2005 <br /> Page 2 of 2 <br /> Jenny Braus gave a brief presentation on a Consortium of Cities meeting that <br /> was attended by LRCAB members. <br /> Discussion began on establishing requirements within the City Planning Codes <br /> that all new multi-family and commercial developments provide recycling <br /> facilities. <br /> Presentation - Louisville Public Library Board of Directors: Filtering Policy <br /> Board members present: Jerry Maddox, Mary Seifert, Eileen Patrick, Meredith <br /> Davis and Channah Horst. Anne Mojo, Library Director, was also present. <br /> Anne Mojo explained that in 2004, the Colorado Legislature passed HB-1004, a <br /> law that requires public libraries to enact policies regarding Internet use to <br /> 'protect children from access to harmful material.' The law contains a provision <br /> that allows libraries to opt out of the requirement if their budget does not contain <br /> sufficient funding to provide Internet filtering. She stated that the Louisville Public <br /> Library has had very few requests or complaints about Internet filtering since <br /> 1995, when Internet access was first available at the Louisville Public Library. <br /> The Library is in compliance with HB-1004; however, the Board does not agree <br /> with the requirement. <br /> Jerry Maddox provided a brief overview of the Library Board of Trustees Internet <br /> Filtering Policy, which states their belief that filtering software is a form of <br /> censorship. <br /> Eileen Patrick, school librarian, explained that Internet filters give adults and <br /> parents a false sense of security as no filter is fool-proof. <br /> City Manager Items <br /> Julie Boyd, Deputy City Manager, provided an update on the Business Retention <br /> & Development Committee budget. Members of the Business Retention & <br /> Development Committee reported on the activities of the Committee. <br /> Copies of the Advance Agenda, meeting calendar, and draft agenda for the <br /> March 21, 2006 Regular City Council meeting were distributed. <br /> Mayor Sisk explained that the March 21,2006 City Council agenda will also <br /> contain an emergency ordinance regarding appointments to the Planning <br /> Commission. There is a discrepancy between the current Municipal Code <br /> regarding Planning Commission appointments and the City of Louisville Charter. <br /> This ordinance would bring the Municipal Code in line with the City of Louisville <br /> Charter. <br /> Adjournment <br /> The meeting was adjourned at 9:20 p.m. <br /> Submitted by Belinda Dogan-Pishner <br /> March 15, 2006 <br />
