City <br />Council suggested further discussion should ensue at that point. <br />Council discussed the proposed size and location of the commuter rail station, as <br />well as retail possibilities in proximity to the station. <br />Mayor Sisk suggested scheduling a study session in February to meet with the <br />Planning Commission to discuss the Comprehensive Plan. <br />Heather Balser reminded City Council that the City needs to begin implementing <br />the impact fees; which are based upon the population numbers in the current <br />comprehensive plan. If Council is considering significant changes to the <br />Comprehensive Plan, then they may not want to move forward with the impact <br />fee study. <br />Public Comments <br />John Leary stated that the PCZD process is not being used correctly; he believes <br />that the current application of this process is not what the individuals who <br />originated the process intended. He expressed concern that the zoning process <br />has gone in a direction that was never intended and does not appear to be <br />consistent with that part of the code. He questioned whether determining the <br />maximum 'math build-out' is useful information. He questioned why the next <br />review of the Comprehensive Plan is listed as 2008 when it is supposed to be <br />reviewed every two years. <br />Other Items <br />Mayor Sisk reminded Council of the Special Meeting for Ethics Training <br />scheduled for 7:00 p.m. on Wednesday, January 25, 2006 in the Courtroom in <br />the new Police/Court Building. <br />City Manager Items <br />Julie Boyd distributed copies of the Advance Agenda and Meeting Calendar. <br />Bill Simmons reported that settlement documents for the Sawyer/Ehrman <br />litigation are still being finalized. <br />Bill stated that negotiations with Comcast are continuing and center around <br />public access. Comcast is proposing to close the public access studio no later <br />than December 31 , 2006. In return for closing the studio, Comcast will provide a <br />grant of no more than $50,000 and no less than $25,000 for the City to use as it <br />sees fit, dependent on when the Comcast studio closes its doors (no later than <br />December 31 , 2006). Council suggested establishing a citizen's committee to <br />oversee use of these funds. <br />Bill reported that the City was formally served with notice of a lawsuit by Hamon <br />Contractors. A City employee was personally named in the lawsuit as well. <br />
