Historic Preservation Commission
Meeting Minutes
August 14, 2006

can more effectively do so by demolishing the existing homes. These recommendations
would aim to preserve the character of the street façade in Old Town.

Lewis proposed a 2.5% preservation bonus in FAR and lot coverage for the preservation
of a non-landmarked structure and a 5% bonus in FAR and lot coverage for landmarked
structures. Landmarked structures would still require an Alteration Certificate for any
additions or changes to the site.

In addition, the group made the following recommendation for a disincentive to
demolition: if any structure is demolished, whatever is rebuilt on the site would be
restricted to 30% lot coverage and .35 FAR regardless of lot size.

Other recommendations include requiring second story additions to existing structures
be set back 12’ from the existing front of structure and that second floor additions be no
more than 75% of the square footage of the first floor.

Members liked all of the recommendations. Muth will take these to the Planning
Department staff for their comments and will bring those comments to the next meeting.

Subcommittee Reports
?
Economic Incentives – No report.
?
Education & Outreach – No report.
?
Design Review/Recommendations – See above.
?
Surveying/Mapping – No report
?
Structures of Merit – No report

Demolition Requests
- None

Items from Staff
?
Certified Local Government Annual Report – Muth reported that the
Commission’s annual CLG report was approved by the State.
?
CLG Training Workshop September 15 – Muth distributed information on a CLG
training being offered by the Colorado Historical Society.
?
Harney-Lastoka Preservation Master Plan – Muth reported staff hopes to have a
joint meeting of the Preservation Commission, Historical Commission, and Open
Space Advisory Board to give them all an update on the progress at the Harney-
Lastoka Farm.
