Open Space Advisory Board <br />Minutes <br />November 12, 2009 <br />Page 3 of 4 <br />12. A microburst on Daughenbaugh Open Space caused a large cottonwood <br />to fall into the ditch. The tree has been moved out of the ditch and <br />remains on the property for wildlife use. <br />13. 2 out of 3 new signs for Coyote Run Open Space are installed. <br />14. New rattlesnake & poison ivy temporary signs are installed. <br />15. Long -eared owls were nesting in North Open Space. <br />Board Updates <br />Discussion Item: Open Space Zoning <br />Tom explained the history of this issue and the current process <br />requirements. Tom discussed his conversation with Sam Light and suggested <br />that zoning by classification would be prohibitively cumbersome. Rather, Tom <br />suggested that creating an open space zoning district would be the most efficient <br />tactic. Ember mentioned that the first step in the process could be to identify the <br />primary Open Space properties that the board would like to include in the zoning <br />and then she provided a suggested timeline to address the various issues <br />included in the project after the first step. <br />Spencer mentioned that it may be necessary to have further language <br />added to the zoning designations to protect lands purchased specifically for open <br />space by taxpayer dollars. <br />The Board agreed that Dutch Creek, Coal Creek, Daughenbaugh, North, <br />Coyote Run, Davidson Mesa, and Warembourg Open Spaces should be <br />considered the primary City of Louisville open space properties. It was <br />suggested that additional property visits will be necessary. <br />Discussion Item: Open Space Education <br />Spencer provided a draft document outlining an initiative to educate area <br />children on the features and benefits of open space. The document suggests <br />that a program be presented in the classroom by "friends of open space" <br />volunteers. Such a program could include games, explanation and slide show, <br />and a field trip to local open spaces. Spencer is motivated to implement such a <br />program in the early part of the school year. <br />The Board agreed that the ideas presented in the document are excellent <br />and that implementation "next steps" should be discussed at the next OSAB <br />meeting. <br />Ember mentioned that the Rec Center's summer camp would be a good <br />testing ground for such a program. <br />Discussion Items for Next Meeting on August 11 2010 Meeting Location, <br />City Library: <br />• Discussion of open space zoning <br />• Open space education <br />• Candidate property rankings <br />• Creating the rubric for existing open space properties <br />
