<br />City Council <br />Study Session Summary <br />Joint Meeting with Boulder County Commissioners <br />September 28, 2006 <br />Page 2 of 3 <br /> <br />The County is currently considering a larger building for a centralized location to offer <br />more county services in one location. Council encouraged the County to consider <br />retaining a portion of County services in Louisville, i.e., the Motor Vehicle Department. <br /> <br />Future Right-of-Way Discussions <br />City Manager Bill Simmons explained that Right-of-Way (ROW) acquisitions are <br />becoming more frequent and common with open space and trails developing along <br />major arterials. Expanding the Hwy 42/South Boulder Road intersection and possible <br />ROW acquisitions was discussed. Everyone agreed to avoid looking to open space for <br />ROW acquisitions when possible. <br /> <br />Transportation <br />Commissioner Toor explained the Countywide Sales Tax Ballot Issue for Regional <br />Transit and Trails Projects. Ninety-five percent of the tax will go for programming and <br />five percent for staffing. <br /> <br />Mayor Sisk provided an update on the US 36 Environmental Impact Statement. RTD will <br />be conducting an environmental assessment on the corridor project. The Council and <br />Commissioners recognized Heather Balser and Dickie Lee Hulinghorst for all their work <br />on the US 36 Corridor. Everyone agreed to avoid tolling if at all possible, especially if it <br />would affect the Bus Rapid Transit lane. <br /> <br />Open Space & Regional Trails <br />City Manager Bill Simmons reported that the City has obtained the final piece of property <br />to complete the Coal Creek Open Space Trail. He commended the Warembourg family <br />for their cooperation in this acquisition. Negotiations continue with the Mayhoffer family <br />to acquire their property for open space along the Hwy 42 corridor. He explained that the <br />Schreiter family is also aware of the City's willingness to negotiate the potential <br />acquisition of their property along 96th & Dillon as well. <br /> <br />Xcel Foothills Compressor Station Update <br />Commissioner Perlman reported that Xcel has encountered a few setbacks but it does <br />not appear that they will require an extension for their project. <br /> <br />Consortium of Cities Project Update <br />Commissioners Perlman and Toor, and Mayor Pro Tem Brown provided an update on <br />the following Consortium projects: <br />. Regional Libraries - it has been difficult to develop a comprehensive library <br />solution so the project is on hold. <br />. Revenue Stability - with increased competition for sales tax, most communities <br />experience the roller coaster pattern of tax revenue. Internet sales are having an <br />impact on municipal sales tax collections. <br />. Energy Strategy Task Force - this is a new and exciting task force for the <br />Consortium. They are currently working on a Mission Statement, renewable <br />energy options, easier access to Federal Energy Tax Rebates, encouraging use <br />of compact fluorescent light bulbs, and demand-side access energy efficiency for <br />businesses. <br />
